Introduction. Road safety is a specific sphere of social relations, characterised by a high degree of criminalisation. The relevance of the research of offences committed in this area is determined not only by constant technologisation and increase in the number of vehicles, but also by the involvement of new subjects. The increase in criminal threats to the road safety is particularly associated with the involvement of migrants in this area. One of the spheres of social relations, where migrants commit criminal offences, is that of road safety. Methods. The main research method is the analysis of scientific literature and official statistical materials of the Ministry of the Interior of Russia concerning migrants, sometimes illegal ones, as drivers of both private and public transport. Result. The research reveals the social danger of road traffic offences committed by migrants, their threat to public safety and to other social relations – primarily to the protection of human life and health, as well as property. Being widely involved in the sphere of road traffic, including transportation services, migrants commit high-profile offences associated with harm to life and health of many people, undermining the reputation of the authorities, negatively affecting the formation and level of xenophobia in society. According to the research findings, the latency of offences caused by migration factors generates a lack of public confidence in law enforcement agencies and authorities in general, and negatively affects the level of legal nihilism among the population. The correlation of this type of offences with other types of criminal activity, such as corruption, organisation of illegal migration, weapons and drug trafficking, as well as extremist and terrorist activities, is also identified. Conclusion. The social danger of road safety offences committed by migrants is determined by their harmfulness (causing harm or threat of harm) to public safety, as well as to other social relations, primarily to the protection of human life and health, as well as property. Such offences, especially when committed by illegal migrants, undermine the reputation of the authorities. Numerous cases of migrants’ criminal behaviour in the sphere of road safety is a factor in fostering the formation and level of xenophobia in society, the extreme form of which is committing crimes against migrants motivated by hatred and enmity and other extremist motives. The latency of offences caused by migration factors generates a lack of public confidence in law enforcement agencies and authorities in general, and negatively affects the level of legal nihilism among the population. The author provides some suggestions to reduce the indicated threat to public safety.
