Introduction. Organization “Organisation of proceedings in cases of administrative offences” is a category, poorly developed in administrative-legal science, only partly regulated by the legislation, but of great importance for the creation of an effective mechanism of administrative-jurisdictional activity. Inconsistency of organisational and procedural aspects of proceedings in cases on administrative offences entails the emergence of various kinds of problems in law enforcement practice, up to the recognition of some provisions of the Code of the Russian Federation on Administrative Offences as nonconforming to the Constitution of the Russian Federation. Analysis of the legislation of the subjects of the Russian Federation and normative acts of executive authorities has shown the lack of a unified approach to the regulation of organisational aspects of proceedings in cases of administrative offences at the federal and regional levels. At the same time, the effective solution of tasks of proceedings in cases on administrative offences at all its stages is impossible without due attention to its organisational support. Methods. The research was based on the system approach and dialectical method of cognition, general scientific methods (synthesis and analysis, induction and deduction), formal-legal and statistical methods were used. Results. The paper concludes about the lack of comprehensive theoretical developments and fragmentary legal regulation of the issues of organisation of proceedings in cases of administrative offences. Vesting the subjects of the Russian Federation with powers of legal regulation in this area requires the definition at the federal level of the boundaries of this activity. The necessity of a systematic approach to the legal regulation of proceedings in cases of administrative offences in the interrelation of its procedural and organisational aspects is substantiated. The important role of the decisions of the Constitutional and Supreme Courts of the Russian Federation in resolving the existing conflicts in this area has been revealed.
