Introduction. Spiritual and moral education is a rapidly developing area of educational theory as applied to professional training of law enforcement personnel. Under Order No. 500 (August 27, 2024) of the Russian Ministry of the Interior “On Approval of the Regulations on the Organisation of Moral and Psychological Support to Law Enforcement Activities of the Russian Federation” the regulations have been designated as a key component of political and educational work with personnel. The lack of robust methodological frameworks of modeling corresponding pedagogical activity inevitably leads to its performative implementation and ritualised formalisation. Methods. The study employed theoretical methods, including analysis, synthesis, abstraction, analogy, and modeling. Results. The conceptual framework of “spiritual and moral education of law enforcement personnel” was developed based on the philosophy of tradition, humanisticanthropological, holistic, and andragogical approaches. This framework served as the foundation for modeling pedagogical activities in this field. The study identified a set of defining characteristics of spiritual and moral education, enabling the creation of a threeunit structured model: the goal-setting unit outlines the process of defining objectives. The organisational-methodological unit specifies requirements for selecting methods, tools, and forms of pedagogical activity. The evaluation unit establishes criteria and indicators for assessing effectiveness.
