Introduction. The human resources policy implemented in the consumer co-operative sector is currently often haphazard, making it impossible to fully pursue the state’s economic and social development objectives, particularly in light of longterm development prospects. Such challenges negatively impact the development of the regions and lead to an outflow of young professionals. Factors influencing the effectiveness of human resources management involve socio-economic, natural and climatic, and cultural aspects of economic activity. These characteristics are particularly evident in the regions of the North Caucasus and Southern Federal Districts. Consequently, the qualitative structure of human resources is evolving as part of the development of the institutional governance system. The research aims to identify the key areas of human resources policy within cooperative structures and to provide a theoretical basis for organisational and managerial measures focused on improving such policies. The research methodology is based on academic works by Russian scholars on the staffing of cooperative structures, as well as on open-access sources relating to the issue under consideration. The study involves methods of comparison, correlation, analysis and graphical representation. Results. The process of improving the mechanism for ensuring the economic security of the staffing component of cooperative structures is not considered as a goal, but it does encompass the entire spectrum of human activity. In this regard, the totality of factors influencing the security and effectiveness of occupational activities – both for individual employees and the company as a whole – is recognised as a key area of corporate activity affecting its operational efficiency. The improvement of the mechanism for ensuring the economic security of the staffing component of cooperative structures should be carried out through diagnostic procedures and should involve justification of the appropriateness and effectiveness of planned measures based on operational accounting data. Regional characteristics must be taken into account when improving the mechanism for ensuring the economic security of the staffing component of cooperative structures.
