Abstract (English):
Introduction. Despite the decrease in the total number of crimes registered in the Russian Federation in 2024, including crimes committed by and against minors, issues related to the state of the operational situation require close attention. This is necessary to ensure an immediate response to threats to society and the state. The effectiveness of the tasks assigned to the internal affairs bodies (hereinafter referred to as IAB) to combat crime largely depends on the quality of operational investigative activities (hereinafter referred to as OIA). Its capabilities are often the only way to solve these problems, which, in turn, determines the need to improve the OIA of the IAB. And here, citizen assistance in the implementation of OIA plays a significant role. At the same time, there are problems associated with its provision, which reduce the effectiveness of the work carried out by the operational units of the IAB. The purpose of the study conducted by the authors of the article was to identify measures, the implementation of which would contribute to the improvement of operational-search legislation in the field of citizen assistance to the operational units of the IAB. Methods. The general scientific dialectical method of understanding the surrounding reality was used in the course of the study. In addition, the following were used: description method; logical comprehension method; methods of analysis, classification and generalization, designed to systematize the established facts and give them an interpretation. Results. In the fight against crime, including among adolescents, operational units of the Internal Affairs Directorate have a special role. This is due to their right to carry out operational search activities, which determines not only the implementation of operational search activities (hereinafter referred to as OSA), but also the establishment of relations of assistance with citizens. At the same time, existing gaps in the legislation in the sphere of regulation of such assistance negatively affect the solution of operational search tasks. The introduction of the necessary changes to regulatory legal acts will allow more effective implementation of activities to solve the problem in the field of combating crime, in particular juvenile crime. According to the authors of the article, detailed regulatory consolidation of the conditions and procedure for involving minors in assisting operational units of the Internal Affairs Directorate will ensure the protection of the rights of such persons and eliminate the mistrust of the preliminary investigation bodies and the court in the results of OSA conducted with their participation. The conclusions formulated based on the results of the study are aimed at improving operational search work carried out with the assistance of minors.
