Introduction. Research in the field of employment and labor relations demonstrates that individuals’ interest in a particular profession is primarily determined by perceptions of material and physical security. In Russia, the objective level of human resource security, shaped by state institutions, influences the demand for priority professional areas and creates conditions for the formation of specialists’ subjective perception of security. Modern society is developing under unique conditions characterised by unprecedented access to information. This creates new requirements and principles for the formation of social relations. It also contributes to the emergence of new professions and areas of expertise. However, human resource security challenges remain highly relevant, requiring both theoretical analysis and practical solutions. The purpose of this study is to analyse theoretical approaches to ensuring human resource security of economic entities and to develop a corresponding conceptual framework aimed at mitigating socio-economic and legal risks arising in the process of personnel management within a dynamic external environment. Methods. The research methodology is based on a systemic approach that integrates theoretical analysis, empirical research methods, and regulatory and legal approaches aimed at assessing the role of the state in addressing human resource security challenges. Results. Human resource security represents a multidimensional system of targeted measures aimed at reducing the negative impact of external and internal environmental factors and mitigating threats within the personnel management process of an economic entity. As a polystructural concept, human resource security consists of multiple interconnected elements, which ultimately complicates the development of a universally accepted definition. The structure of the human resource security system includes the following components: a system for ensuring and maintaining conditions necessary for the sustainability and functioning of individuals (employees) and society (the organisation as a whole); a system of socio-legal, financial-economic, and professional protection; and a conflict-free organisational environment.
