Annotation. Introduction. The development of personal qualities of internal affairs officers, such as professional motivation, reflection, reliability, etc., is becoming increasingly important in the context of ongoing law enforcement reform and foreign policy instability. However, the traditional focus of the educational process in educational institutions of the Russian Ministry of Internal Affairs on the acquisition and practical application of knowledge does not fully address the issue of personal growth. This can only be achieved through the special design of the conditions for cadets and students to stay at the university. The educational environment has the following essential characteristics: it is a combination of various incentives and opportunities for personal development; its interaction with the individual is reciprocal and active; it is designed by all participants in the educational process. Methods. The study, the results of which are presented in the article, utilized a systemic analysis of scientific literature, generalization and definition, analysis of pedagogical experience, and situational modeling of the dynamics of student personal development in interaction with the educational environment. Results. Teachers at higher education institutions of the Ministry of Internal Affairs of Russia must skillfully model the educational environment for cadets and trainees. By emphasizing meaningful points in their interactions with students and demonstrating exemplary examples of professional and academic activities, teachers help them structure the voluminous information they receive. Scientific knowledge of the situational nature of personal development during learning enables the appropriate design of educational environments. Students' perception of a new environment requires a systematically organized educational environment; independent activity requires a variable environment; reflection and dialogue require the presentation of sociocultural meanings and values in the educational environment; and innovation and self-regulation require the fulfillment of students' educational needs.
