Political and legal instruments for integrating nations into a single Soviet political space in the early 20th century

Abstract:
Introduction. The research focuses on the process of establishing a single political space within the Soviet state in the early 20th century. In addition, the study provides an overview and analysis of the political and legal instruments implemented by the state to foster national integration. It also examines the role played by national elites in the formation of the Soviet federation in the early 20th century. The relevance of the subject under consideration is connected with the significant impact of the mechanisms (instruments) of political integration of nations within the process of state-building. In this context, an examination of the nature and activities of national elites is considered as a key factor in explaining the reasons behind a number of state decisions that shaped the unique characteristics of Soviet federalism. Methods. For the purpose of obtaining reliable data, the research involved the dialectical method of universal cognition, general logical methods (analysis, synthesis, abstraction, comparison), general scientific methods (systemic, structural-functional), as well as discipline-specific methods (formal-legal, historical-legal). Results. A complex of reasons leading to national conflicts during the Soviet state’s formation has been identified, and their artificial nature has been highlighted. The creation of interethnic tensions served as a tool for elite political struggles for independence. The motives behind their separatist policies and shift towards secession have been identified. The main reason was the risk of losing the rights in the sphere of public administration, legal status and property rights guaranteed to them within the framework of the imperial paradigm of state development. With the destruction of the former mechanisms and structures of territorial integration within the Russian Empire, the state’s immediate task became the development of a new formula for uniting ethnic groups with the state and integrating peoples into the broader civilisational movement. A complex of integrating factors is identified as the reason behind the reunification of the territories of the Russian state within the framework of the USSR’s new federal model. Factors such as ethno-cultural, religious, ideological, state-political, legal and military aspects are described.
