About the necessity for age identification on the Internet as a measure of preventing access by minors to pornographic content

Abstract (English):
Introduction. Familiarizing minors with certain types of information posted on the Internet can cause significant harm to their development. One of these types of information is pornographic content. The existing mechanisms in Russia to protect minors from the influence of age-restricted information on them should be considered outdated and, in fact, fictitious. For example, despite the legal ban on pornography, access to porn sites by minors remains unhindered. This state of affairs creates a serious threat to the moral development of children and adolescents. The article presents the results of an analysis of mechanisms for restricting access to information «for adults» used in foreign countries, and examines the advantages and disadvantages of the «roadmap» used there to gain access to sites where information with age restrictions is posted. Methods. When conducting the research, the author of the article used methods of analysis and synthesis, a systematic method, and a comparative legal method. This allowed us to get an idea of the essence of the problem being studied. Results. It is proposed to develop in Russia a mechanism for digital certification of double anonymity, which will oblige all Internet platforms to effectively control the age of users, and also to consider the possibility of preparing a federal law regulating various aspects of the use of systems and tools based on artificial intelligence technology. In addition, the author has formulated proposals for preventing minors from accessing pornographic content on the Internet, related to the need to improve the legal framework and software.
