Introduction. The article examines the concepts of “investment security” and “investment attractiveness” of a region in the context of the tools used to assess them. The relevance of the research stems from the need for large-scale structural changes in the national economy, given the pressure of sanctions imposed by unfriendly states and the growing involvement of new foreign partners from friendly countries in the investment process within Russian regions. However, the existing tools for assessing the level of support and protection afforded to domestic and foreign investors are currently unable to reflect the threats to investment activity in the region. Objective. A comparative analysis of methods for assessing the investment attractiveness of the constituent entities of the Russian Federation in the context of ensuring the economic security of meso-level systems. Methods. The results presented in the article were obtained through a comparative analysis of the concepts of “investment attractiveness” and “investment security”, as well as a comparison of commonly used practical methods for assessing the investment attractiveness of regions and theoretical concepts for assessing the investment security of regions. Results. Conclusions have been drawn regarding the methodological framework for assessing the investment attractiveness of regions. The need to develop a comprehensive, standardised set of tools for assessing the investment security of regions has been justified. A conceptual model of factors and groups of indicators for a system to assess the investment security of regions is presented. Based on the results obtained, the definitions of the concepts “investment attractiveness of a region” and “investment security of a region” have been expanded.
