In the Russian Empire, the issue of charity for orphans has always remained relevant. The participation of the country in wars led to an increase in the number of children who lost their parents and needed legal assistance. On the eve of the First World War, a system of orphanages was formed. With the outbreak of the First World War, attempts were made to form a mechanism for the protection of children who suffered as a result of hostilities. The experience of the legislator of the late XIX - early XX centuries can be useful for the processes of modern legal modeling.
