The article discusses the concept and content of the concept of «green» economy, widely discussed in legal science, and identifies the features of its implementation in Russia. Attention is paid to the following main areas of building a «green» economy in the Russian Federation: waste management; construction, transport, industry; renewable energy sources; agriculture; use and protection of natural resources. The concept of guarantees for building a «green» economy is proposed, which is a list of conditions for its implementation and means of protection. These conditions include: digitalization of ecology; development of ecological entrepreneurship; development of the Concept of Russia's transition to a «green» economy. The features of the tasks of transition to a «green» economy in the regions are presented.
