The unspoken form of implementation of the state function of ensuring internal security, including in the form of criminal investigation, has a dualistic significance for security due to constructive and destructive reasons identified by the authors of the article. In this regard, operational investigative activity is the optimal compromise between the level of security and the possibilities of achieving it. This compromise allows, on the one hand, to satisfy the need of state authorities to ensure security in the face of criminal threats and timely receipt of operationally significant information for managing society, and on the other hand, to prevent the emergence of negative factors that reduce the level of national security when using this institution.
