Введение. Ознакомление несовершеннолетних с некоторыми видами информации, размещенной в сети Интернет, может наносить существенный вред их развитию. Одним из таких видов информации является контент порнографического характера. Существующие в России механизмы защиты несовершеннолетних от воздействия на них информации с возрастными ограничениями следует признать устаревшими и, по сути, фиктивными. Например, несмотря на законодательный запрет порнографии, доступ несовершеннолетних к порносайтам остается беспрепятственным. Такое положение дел создает серьезную угрозу для морально-нравственного развития детей и подростков. В статье излагаются результаты анализа механизмов ограничения доступа к информации «для взрослых», используемых в зарубежных странах, рассмотрены достоинства и недостатки «дорожной карты», применяемой там для получения доступа к сайтам, где размещена информация с возрастными ограничениями. Методы. При проведении исследования автор статьи использовал методы анализа и синтеза, системный метод, сравнительно-правовой метод. Это позволило составить представление о сути изучаемой проблемы. Результаты. Предложено разработать в России механизм цифровой сертификации двойной анонимности, который будет обязывать все интернет-платформы эффективно контролировать возраст пользователей, а также рассмотреть возможность подготовки федерального закона, регулирующего различные аспекты использования систем и инструментов, основанных на технологии искусственного интеллекта. Кроме того, автором сформулированы предложения по предупреждению доступа несовершеннолетних к порнографическому контенту в сети Интернет, связанные с необходимостью совершенствования нормативно-правовой базы и программного обеспечения.

Introduction. Familiarizing minors with certain types of information posted on the Internet can cause significant harm to their development. One of these types of information is pornographic content. The existing mechanisms in Russia to protect minors from the influence of age-restricted information on them should be considered outdated and, in fact, fictitious. For example, despite the legal ban on pornography, access to porn sites by minors remains unhindered. This state of affairs creates a serious threat to the moral development of children and adolescents. The article presents the results of an analysis of mechanisms for restricting access to information «for adults» used in foreign countries, and examines the advantages and disadvantages of the «roadmap» used there to gain access to sites where information with age restrictions is posted. Methods. When conducting the research, the author of the article used methods of analysis and synthesis, a systematic method, and a comparative legal method. This allowed us to get an idea of the essence of the problem being studied. Results. It is proposed to develop in Russia a mechanism for digital certification of double anonymity, which will oblige all Internet platforms to effectively control the age of users, and also to consider the possibility of preparing a federal law regulating various aspects of the use of systems and tools based on artificial intelligence technology. In addition, the author has formulated proposals for preventing minors from accessing pornographic content on the Internet, related to the need to improve the legal framework and software.
