    <p>Введение. Энергетическая зависимость государства связана с импортом топлива и может быть преодолена только в долгосрочной перспективе путем рационализации потребления энергии и диверсификации источников поставок. Энергетическая зависимость является частным случаем ресурсной, поэтому методы ее оценки имеют ряд особенностей: включение как качественных, так и количественных характеристик; использование комплексных индикаторов; регулярное обновление индикаторов; внедрение показателей энергетической безопасности в систему оценки экономической безопасности. Методы. В статье использованы синтетические методы оценки безопасности энергоснабжения, рассмотренные с точки зрения их методологической эволюции и отражающие современные тенденции исследований в анализируемой области. Цель. Цель статьи – проведение компаративного анализа репрезентативных методов оценки энергетической независимости государств с позиций оценки текущих трендов и эволюции их развития в контексте обеспечения энергетической безопасности. Результаты. В настоящее время основное внимание уделяется комплексным показателям безопасности энергоснабжения, учитывающим многомерность задач обеспечения энергетической безопасности. Актуальными критериями ее оценки являются: структура энергетического баланса страны; внутренняя достаточность топливных ресурсов; надежность транспортной инфраструктуры; зависимость экономики страны-импортера от иностранных энергоресурсов. Наличие шоков предложения на глобальных рынках энергии и необходимость адекватности оценки уровня энергетической безопасности систем макроуровня требуют использования методов анализа издержек, связанных с нарушением поставок и основанных на детерминировании изменения динамики ВВП в результате трансформации условий торговли импортируемыми энергоносителями. Предлагаемый метод основан на модели чистого импорта и дополнительно учитывает внешнеторговые потоки энергетических ресурсов по отношению к ВВП, а также ценовую эластичность спроса на энергию.</p>

   <trans-abstract xml:lang="en">
    <p>Introduction. A country’s energy dependence is linked to fuel imports and can only be overcome in the long term by rationalising energy consumption and diversifying supply sources. Energy dependence is a special case of resource dependence, so the methods used to assess it have a number of distinctive features: the inclusion of both qualitative and quantitative characteristics; the use of complex indicators; regular updating of indicators; the introduction of energy security indicators into the economic security assessment system. Methods. The article uses synthetic methods for assessing energy security, considered from the point of view of their methodological evolution and reflecting current research trends in the field. Purpose. The purpose of the article is to conduct a comparative analysis of representative methods for assessing the energy independence of states from the perspective of evaluating current trends and the evolution of their development in the context of ensuring energy security. Results. Currently, the main focus is on comprehensive energy security indicators that take into account the multidimensional nature of energy security challenges. Key assessment criteria include: the structure of the country’s energy balance; internal sufficiency of fuel resources; reliability of transport infrastructure; the&#13;
dependence of the importing country’s economy on foreign energy resources. The presence of supply shocks in global energy markets and the need for an adequate assessment of the level of energy security of macro-level systems require the use of methods for analysing the costs associated with supply disruptions and based on determining shifts in GDP dynamics as a result of changes in the terms of trade for imported energy carriers. The proposed method is based on a net import model and additionally takes into account foreign trade flows of energy resources in relation to GDP, as well as the price elasticity of energy demand.</p>
